Director General of CAAV, Dinh Viet Thang, chaired the reception and meeting with DCAL delegation on March 25, 2024. Also present were Directors of Specialized Departments, i.e Flight Safety Standards, Air Navigation, Airports Management, Inspectorate, Personnel and Organization, Legal & International Cooperation, together with leaders of Vietnam Airlines, Airports Corporation of Vietnam, Vietnam Air Traffic Management Corporation, and Viejet Air.

On the counterpart, coming was a technical team with expertises in Flight Standards, Air Navigation Standards, Air Transport, Aerodrome Safety Standards Management, Aviation Inspection, Air Transport, Personnel and Administration, Planning, and Aircraft Accident-Incident Investigation, all under the leadership of Director General of DCAL, Viengxay SINGKHAM.

This mission was carried out just before ICAO USOAP CMA in Viet Nam, scheduled this May. Director General Viengxay SINGKHAM considered this a good opportunity for DCAL to observe CAAV’s preparation for ICAO USOAP CMA.
DCAL delegation expressed delight at CAAV’s warm reception and appreciated CAAV's preparation for the upcoming ICAO USOAP CMA. DCAL delegation also expressed their gratitude to the Specialized Departments of CAAV for generous support in the areas of Laos’ interest.
For its part, CAAV affirmed the valued cooperation with DCAL and expressed its readiness to exchange updates and experience in preparing for ICAO USOAP CMA, and to wholeheartedly support at the request of DCAL.
DCAL’s mission will continue until the end of March 27, 2024.

On 21 January 2026, a delegation of the Department of Civil Aviation of the Lao People’s Democratic Republic (DCAL), led by Director General Mr. Viengxay Singkham, paid a working visit to Viet Nam to exchange experience and learn from Viet Nam’s practices in preparation for the ICAO Universal Safety Oversight Audit Programme under the Continuous Monitoring Approach (USOAP-CMA), in anticipation of Lao PDR’s upcoming audit activities.
The ICAO Council, the 36-member governing body of the International Civil Aviation Organization (ICAO), has recently elected Mr. Toshiyuki Onuma as President of the Council for the 2026–2028 tenure.
