An aviation accident or incident that:
· occurs in Vietnam, regardless of the country that the aircraft is registered in; or
· occurs to a Vietnam-registered aircraft or an aircraft operated by a Vietnam operator or
when the aircraft is overseas.
The following persons are expected to notify the CAAV of the occurrence:
a. The aircraft operator and pilot-in-command of the aircraft.
b. The airport operator in Vietnam if the occurrence happens on or adjacent to the aerodrome.
c. The air traffic services provider in Vietnam if the occurrence happens in Vietnam airspace.
d. Maritime search and rescue center shall be responsible for information concerning aircraft
in distress on the sea

On 9 July 2025, the Civil Aviation Authority of Viet Nam (CAAV) held a meeting with a delegation from Hokkaido Prefecture (Japan) focused onstrengthen air connectivity between Viet Nam and Hokkaido through charter flights, with a view to establishing regular scheduled services.
