On that basis, on June 30, the Civil Aviation Authority of Viet Nam completed the registration procedures with ICAO for participation in the carbon offsetting and reduction scheme for international flights during the voluntary phase.
ICAO has responded and confirmed that CAAV is officially participating in the voluntary phase of CORSIA starting from January 1, 2026.
Previously, the Civil Aviation Authority of Viet Nam had submitted a written request to the Ministry of Construction seeking approval and authorization to notify ICAO of Viet Nam’s participation in the voluntary phase of CORSIA from January 1, 2026, in accordance with ICAO’s guidance.
In recent times, the Ministry of Construction (formerly the Ministry of Transport) and the Civil Aviation Authority of Viet Nam have actively implemented the tasks and requirements under CORSIA, such as: developing and issuing a Circular regulating the management of fuel consumption and CO₂ emissions from aircraft in civil aviation operations; implementing the monitoring, reporting, and verification (MRV) of CO₂ emissions from international flights; and reporting emissions data for the years 2019–2024 to ICAO.
The Civil Aviation Authority of Viet Nam has proactively studied and monitored global sustainable development policies in general and those of the EU in particular; and has held multiple discussions and meetings with relevant agencies and units regarding the challenges of participating in the voluntary phase of CORSIA starting from January 1, 2026, as well as the implications of new EU sustainable development policies. These efforts aim to reach consensus on specific proposals and recommendations to the Government and relevant ministries and sectors./.
