The delegation also included leaders and officials from CAAV’s Departments of Legal and International Cooperation, Air Transport, Air Traffic Management, Flight Safety Standards, CAAV Office, as well as representatives from Vietnam Airlines and the Vietnam Air Traffic Management Corporation (VATM).
This year’s meetings, chaired by Thailand and supported by the ASEAN Secretariat, gathered all ten ASEAN Member States, with Timor-Leste participating as an observer and Cambodia joining online. Dialogue partners included the European Union (EU), the United States, Japan, along with international organizations such as the European Union Aviation Safety Agency (EASA), the International Air Transport Association (IATA), and the Association of Asia Pacific Airlines (AAPA).
ATWG 52: A Platform for Sharing and Updating Air Transport Developments
This year, Thailand served as Chair and Viet Nam as Vice-Chair of ATWG 52. The meeting comprised a plenary session and technical subgroup sessions on:
In addition, side meetings included the 48th ASEAN Airlines Meeting (AAM 48), the 8th Sustainable Development Forum, and the 3rd ASEAN–EU Joint Committee Meeting.
Over four days, delegates reviewed ongoing cooperation outcomes in ASEAN air transport and introduced new initiatives aimed at promoting the sustainable growth of aviation in the region.
ATM SPG: Advancing Strategic Plans
The subgroup discussed the ASEAN Air Navigation Services Master Plan, reviewed KPIs, developed the ASEAN ANS 4.0 plan, and considered a response framework for GNSS RFI incidents. Viet Nam provided updates on key areas including PBN, ATFM, AIDC, AIM, CRV, SWIM, and FF-ICE. As incoming Chair of ATWG, Viet Nam will take responsibility for consolidating regional progress reports.
ATTC: Enhancing Technical Cooperation and Aviation Security
The subgroup focused on the Mutual Recognition Arrangement on Flight Crew Licensing (MRA-FCL), the Mutual Recognition Arrangement on Maintenance Organizations (MRA-145), the AFOSA safety audit program, and shared updates on emerging aviation security trends in line with ICAO standards.
ATEC: Promoting Regional Liberalization
Discussions reviewed the implementation of the ASEAN Multilateral Agreement on Full Liberalisation of Air Freight Services (MAFLAFS) and the adoption of Protocol 5 on Fifth Freedom Traffic Rights in ASEAN. Member States also explored expanded cooperation with partners outside the region, including China, the EU, India, Japan, Korea, New Zealand, and the UK. Viet Nam also shared updates on new regulations governing slot coordination and private flight permits.
AAM 48: Towards Growth and Sustainability
The 48th ASEAN Airlines Meeting (AAM 48), chaired by Thai Airways with Vietnam Airlines as Vice-Chair, gathered 18 airlines to discuss fleet development, the use of Sustainable Aviation Fuel (SAF), applications of AI in operations, and slot shortages at major airports. Thai Airways also officially handed over the AAM Chairmanship to Vietnam Airlines for 2026–2027.
Sustainable Development Forum: SAF and Net Zero 2050
The 8th Forum on Sustainable Development centered on climate change adaptation measures at airports, such as Airport Management EMS, and promoting the research, production, and adoption of SAF. Delegates emphasized the role of governments in creating supportive policies, providing funding, and narrowing the cost gap between SAF and conventional fuel to achieve Net Zero emissions by 2050.
3rd ASEAN–EU Joint Committee Meeting: Deepening Bilateral Cooperation
The 3rd ASEAN–EU Joint Committee Meeting served as an important platform for information exchange between ASEAN and European partners. Both sides shared updates on market developments, regulatory and policy changes, including the implementation of the ASEAN Single Aviation Market, the upcoming rollout of the Entry/Exit System (EES) in certain European countries from 12 October 2025, and the planned launch of the European Travel Information and Authorisation System (ETIAS) in Q4 2026.
Viet Nam Prepares to Chair ATWG 53
Thailand successfully hosted ATWG 52, leaving a strong impression on international partners with its professionalism and the promotion of its image as “Timeless Bangkok.” At the closing ceremony, Thailand presented Viet Nam with a commemorative aircraft model engraved with “ATWG,” symbolizing the handover of the ATWG Chairmanship to Viet Nam for 2026–2027.
Viet Nam is actively preparing for the 53rd ASEAN Air Transport Working Group Meeting (ATWG 53), scheduled for May 2026 in Ha Noi, where it looks forward to welcoming international partners and contributing to the growth of ASEAN and global aviation./.

Hanoi, September 23, 2025 – Vietnam Airlines has announced adjustments to its flight schedule due to the impact of Typhoon Ragasa (Typhoon No. 9), which continues to develop unpredictably across the region. These changes are being implemented to prioritize the safety of passengers and crew.
On 9 July 2025, the Civil Aviation Authority of Viet Nam (CAAV) held a meeting with a delegation from Hokkaido Prefecture (Japan) focused onstrengthen air connectivity between Viet Nam and Hokkaido through charter flights, with a view to establishing regular scheduled services.
The Ministry of Construction has issued a directive assigning the Civil Aviation Authority of Viet Nam (CAAV), in its capacity as the aeronautical authority, to serve as the focal point in carrying out the notification procedures with ICAO regarding participation in CORSIA (as per ICAO’s guidance).
