1.Exercising power and responsibility of the Aeronautical Authority as stipulated in Decree No. 66/2015/ND-CP dated August 12, 2015, by the Government on Aeronautical Authority.

2.Assisting the Minister in the development, submission to competent authorities, and issuance within his jurisdiction of legal documents, strategies, schemes, mid-term and annual plans; national programs, development projects, mechanisms, and policies on civil aviation.

3.Developing national standards, technical regulations and economic - technical norms of the civil aviation industry for the Minister to issue within his jurisdiction or propose competent authorities to appraise, announce; organize the development and announcement of basic standards in civil aviation.

4.Drive the implementation of adopted legal documents, strategies, programs, schemes, plans, standards, technical regulations, economic - technical norms of the civil aviation industry.

5.Examine, review and systematize legal documents related to the civil aviation industry, propose solutions to handle contradictory, overlapping, illegal regulations or no longer suitable and ensure effective administrative procedures in civil aviation under the law; oversee and drive  implementation of laws in civil aviation, provide legal support for businesses as prescribed by law and assigned, decentralized, authorized by the Minister.

6.Plan events for propagation, dissemination of laws on civil aviation; issue guidances, handbooks on aviation security, aviation safety, airport operation, air transport.

7.On the management of airports, aerodromes, and aviation infrastructure assets:

a)Develop, submit to the Ministry of Transport projects on master planning for the development of the national system of airports, aerodromes, airport planning, aerodrome planning (excluding specialized aerodromes);

b)Appraise, submit to the Ministry of Transport to submit to the Prime Minister for decision on opening, closing of airports, aerodromes; organize the announcement of closing airports, aerodromes (excluding specialized aerodromes); assume specialized state management authority in commenting on construction projects of airports, aerodromes as assigned, decentralized, authorized by the Minister; decide to put into operation, to stop operating aviation works as prescribed by law.

c)Manage, supervise the implementation of airport planning, aerodrome planning (excluding specialized aerodromes); announce airport and aerodrome planning, airport categories and technical parameters of airports, aerodromes; announce the capacity of airports, aerodromes; organize the management and use of airport land as prescribed by law;

d)Preside over and coordinate with state management agencies at airports, aerodromes; direct workplace allocation for state management agencies working in place; direct, guide the Air Port Authority to perform state management tasks and provide public services as prescribed;

e)Coordinate with people's committees at all levels and competent authorities to manage areas adjacent to airports, aerodromes;

f)Direct the establishment, protection, maintenance of the information system to ensure effective operation at airports, aerodromes; network connection at airports, aerodromes; statistical data management on flight volume, passengers, goods through airports, aerodromes;

g)Manage, operate, administer aviation infrastructure assets as prescribed by law and assigned, decentralized, authorized by the Minister.

8. On the management of air transport and general aviation:

a)Develop, submit to the Ministry of Transport policies to develop air transport and general aviation; take measures to develop the air transport market;

b)Appraise, submit to the Ministry of Transport dossiers requesting the issuance, re-issuance of Air Transport Business Registration Certificate, General Aviation Business Registration Certificate; propose the Ministry of Transport to revoke the Air Transport Business Registration Certificate, General Aviation Business Registration Certificate; organize the registration of Corporate Charter for airlines as prescribed

c)Submit to the Ministry of Transport to designate Viet Namese airlines to operate air routes to regions with particularly difficult socio-economic circumstances, mountainous, remote and sparsely populated areas with essential needs for public air transport;

d)Issue, re-issue, revoke Non-Traffic General Aviation Operation Registration Certificate;

e)Issue, re-issue, revoke the Certificate to establish representative offices, ticket offices for foreign airlines; Certificate of Secondary Air Waybill Registration;

f)Organize the issuance, revocation, adjustment of air transport rights; approve cooperation contracts related to air transport rights, general aviation business; approve the lease, rental of aircraft between Vietnamese entities and foreign entities.

9. On the management of aircraft and aircraft operation:

a)Manage transactions securing aircraft as prescribed by law;

b)Guide, inspect, supervise the design, manufacture, testing of aircraft, equipment, equipment installed on aircraft.

10. On the management of flight operations:

a)Develop, submit to the Ministry of Transport plans to establish, adjust, cancel, announce air routes; airspace over airports; airspace for general aviation operation;claim flight information region to which Viet Nam is entitled;

b)Appraise, submit to the Ministry of Transport projects on the establishment and operation of air traffic services providers; guide, direct the establishment of facilities, technical equipment and provision for air traffic services; guide professional operations related to air navigation;

c)Manage the operation of air routes, airspace over airports; airspace for general aviation operation, flight information regions within the boundary of Viet Nam; issue, modify, cancel permits for civil aviation flights and issue, coordinate issuance of aerodrome flight procedures, airport area flight regulations;

d)Establish, adjust, cancel, announce, assign responsibilities to air traffic services providers; announce or inform prohibited flying areas, restricted flying areas, dangerous areas, refueling areas, luggage, goods unloading areas; announce aviation obstacle limitation surfaces and list of natural, man-made obstacles that may affect aviation safety;

e)Coordinate with agencies, units of the Ministry of Defense and other related agencies in organizing, using air space, establishing, announcing, managing aviation obstacle limitation surfaces and list of natural, man-made obstacles that may affect aviation safety; coordinate the management of civil and military aviation operations, special flight operations, search and rescue, management, use of radio frequencies in aviation.

11. On aviation safety:

a)Develop, submit to the Ministry of Transport for issuance of national aviation safety program, runway safety program; organize, guide, inspect, supervise the implementation;

b)Organize the provision of flight parameter reading, checking and analyzing services, cockpit voice recorder of aircraft for aircraft operators;

c)Organize inspections of occupational safety and hygiene on air transport vehicles; implement declaration, investigation of occupational accidents on air transport vehicles as prescribed by Vietnamese law and international conventions of which the Socialist Republic of Viet Nam is a member.

12. On aviation security:

a)Develop, submit to the Ministry of Transport for issuance of Viet Nam Aviation Security Program, Viet Nam Aviation Security Quality Control Program, Viet Nam Aviation Security Training Program; organize, guide, inspect, supervise the implementation;

b)Guide, direct internal security control for aviation staff; security for the information system of the aviation industry;

c)Coordinate with agencies, units of the Ministry of Public Security, Ministry of Defense, Ministry of Foreign Affairs, Ministry of Finance and other related agencies in assessing threats to aviation security to calculate risk level in civil aviation; prevent and cope with unlawful interference in civil aviation activities; maintain order and discipline at airports, aerodromes, on aircraft;

d)Appraise the design for aviation infrastructure in terms of aviation security requirements, standards;

e)Decide to ban air transport for subjects violating the law as prescribed;

f)Decide to apply, cancel the enhanced level of aviation security control as prescribed.

13. Perform advisory function and assist the Ministry of Transport for the Ministry to perform the function of being the standing body of the National Civil Aviation Security Committee (hereinafter referred to as the Committee); assume the role of the Committee's Office:

a)Study, propose directions, solutions to solve important, inter-sectoral issues in air traffic; tackle obstacles arising between Ministries, sectors and related agencies and organizations in the process of implementing regulations on aviation security;

b)Advise, guide the implementation of the Emergency Plan against acts of unlawful interference in civil aviation and conduct a safety risk assessment and identify risks to be addressed in aviation security; coordinate propaganda, dissemination, education activities in civil aviation

c)Prepare the programs, content, conclusions of meetings, conferences of the Committee; urging, inspecting, supervising related organizations, individuals in implementing decisions, conclusions of the Committee;

d) Develop programs, work plans, budget estimates and other necessary physical conditions for the annual activities of the Committee to submit to higher authorities;

e)Report to the Minister - Deputy Chairman of the Standing Committee in the implementation in this regard.

14.On environmental protection:

a)Guide, inspect, supervise according to legal competence on environmental protection, energy saving, climate change response, reduce CO2 emissions in civil aviation activities;

b)Organizing the implementation of environmental protection management in civil aviation activities within the scope, jurisdiction assigned according to the provisions of the law and international treaties to which the Socialist Republic of Viet Nam is a member.

15. On the development of human resources in aviation industry:

a)Advise, submit to the Ministry of Transport to issue policies, measures to develop aviation human resources; monitor and urge implementation;

b)Guide, direct the training of aviation staff; preside over the coordination work among units in the aviation industry in training aviation staff according to the provisions of law;

c)Organize training, retraining, internal training for units of CAAV.

16. On management of project investment in civil aviation:

a)Implement the authority to decide on investment, the responsibilities of investors, the responsibilities of specialized agencies in construction for the maintenance of aviation infrastructure and specific aviation construction investment projects according to assignment, decentralization, delegation of the Minister;

b)Carry out the responsibilities of the competent authority, the contract signing agency for construction investment projects in the form of public-private partnership in civil aviation according to the provisions of law and assignment, decentralization, delegation of the Minister;

c)Develop and submit to the Ministry of Transport the plan to implement the plan; supervise the implementation of construction investment according to the regulations on civil aviation approved by the competent authority.

17. On regulation of prices, fees, charges:

a)Build, submit to the Ministry of Transport to request the Ministry of Finance to stipulate the rates of fees and charges in civil aviation;

b)Evaluate pricing options, submit to the Minister to decide on service prices in the aviation field;

c)Manage prices, fees, charges in civil aviation.

18. On international cooperation:

a)Develop, submit to the Ministry of Transport for approval of international cooperation programs and plans on aviation and organize their implementation;

b)Develop, submit to the Ministry of Transport proposals for signing or joining international aviation treaties;

c)Participate in negotiations of international treaties according to the level of delegation, authorization of the Minister; organize negotiation, sign agreements, international cooperation programs in aviation according to regulations;

d)Drive the implementation of international treaties, regulations, resolutions, standards, recommended practices, guidelines of the International Civil Aviation Organization and other international aviation organizations that Viet Nam participates in; implement international aviation agreements that Viet Nam has signed, joined.

19. Participate in the Command of Disaster Prevention and Search and Rescue of the Ministry of Transport.

20. Carry out scientific research, development, application and technology transfer in the field of civil aviation; develop and implement programs, projects to apply information technology, build databases, information services to serve management and exploitation in the field of civil aviation.

21. Perform the task of specialized inspection, receive citizens, settle complaints, denunciations, feedback, suggestions, perform corruption prevention, administrative penalties according to the provisions of law.

22. Develop, organize the implementation of the administrative reform program of the Department according to the objectives, content of the state administrative reform program and the Ministry of Transport.

23. Manage the organization, payroll, civil servants, public employees, workers; implement salary regimes, regimes, preferential policies, training, retraining, reward, discipline for civil servants, public employees, workers of the Department according to the provisions of law and decentralization of the Minister;

24. On public finance and assets:

a)Manage finance, assets and budget sources assigned according to the provisions of law; be allowed to use funding from the state budget level, from the service fee source of the Aviation Port, revenue from fees, charges and other revenue sources according to the provisions of law;

b)The Viet Nam Civil Aviation Administration is applied a specific financial mechanism according to the provisions of the competent level;

c)Organize the implementation of the collection, payment, transfer of fees, charges and management, use of the retained fee source according to the provisions of law.

25. Perform the power to inspect, supervise and be responsible for the results of the activities of the Aviation Ports at airports, airports nationwide.

26. Perform statistical work, reporting, archiving of records, documents.

27. Directly related to relevant state agencies to perform the functions, tasks, powers assigned according to the provisions of law.

28. Perform other tasks and powers assigned by the Minister and according to the provisions of law.
