Strengthen the control of flight documents for incoming and transit passengers.

The Civil Aviation Authority of Viet Nam (CAAV) has instructed relevant airlines operating regular international flights to Viet Nam to tighten flight document checks for incoming and transit passengers.

According to an assessment by the Standing Committee of the National Aviation Security Risk Assessment Council, since 2022 there has been a surge in the use of fake passports and cases related to flight documents in international air travel. 2023 and early 2024 are reported with an alarmingly increasing number of international passengers coming to Viet Nam with entries refused at the airport (i.e. 506 cases in 2020; 404 cases in 2022; 886 cases in 2023; and 217 cases in the first two months of 2024. In contrast, there were only 05 entries refused in 2021, due to globally subsiding air commercial travel in the face of Covid-19).



In that context, passengers with entries refused at Vietnamese airports have also increased. Refusal of entry has financial impacts on the carrier; puts an increased pressure on the airport (where passengers are returned to their place of origin); and at the same time, poses imminent threats to security, safety, and order at the airport and on the plane.


In an attempt to tackle the problem, CAAV recommends that airlines operating international flights to Viet Nam promptly update Viet Nam's and international regulations on entry, transit by air; also disseminate information to air passengers, travel agencies about required documentation.


At the same time, CAAV also requests from aeronotical authorities and functional forces a strict control the flight documents in the country of origin (outside of Viet Nam) to avoid refusal of entry, transit in Viet Nam./.
