Mr. Toshiyuki Onuma, currently the
Ambassador Extraordinary and Plenipotentiary to the Delegation of Japan to the
ICAO, will succeed Mr. Salvatore Sciacchitano as President of the Council for
the 2026–2029 term. He will become the seventh President of the ICAO Council
and is expected by his predecessor to continue “playing a central role in
uniting ICAO’s 193 Member States around our shared vision of air transport for
all by 2050— with zero fatalities and net-zero carbon emissions — and driving
the cooperation, innovation, and talent required to realize that vision.”

Salazar also congratulated the incoming Council President, emphasizing that “Mr
Toshiyuki Onuma’s election as President of the ICAO Council reflects the trust
and high expectations of the international community at a transformative time
for air transport worldwide.”

Mr. Onuma is a trained legal expert,
holding an LL.B. from the University of Tokyo and an LL.M. from the University
of Pennsylvania Law School. With more than 20 years of experience, he has held
senior leadership positions including Senior Deputy Director-General of the
Civil Aviation Bureau (CAB) and Assistant Vice-Minister for International
Aviation, Minister’s Secretariat, Ministry of Land, Infrastructure, Transport
and Tourism (MLIT).
